Soften anti-top-posting rule.

IIRC Karen Sandler criticized the anti-top-posting rule as unduly
harsh and exclusionary in http://faif.us/cast/2014/jul/01/0x48/. In
practice, this rule was not strictly enforced on the copyleft-next
mailing list (and it may be relevant that the free software
credentials of the 'violator' in question were impeccable).
