Deletes last sentence of 1st paragraph of automatic licensing provision.
Substantially the same sentence is at the end of section 6 of GPLv2. This sentence seems pointless; who could reasonably argue that, as a condition of the copyright license, the licensee is responsible for enforcing compliance? (It would be interesting to research the early history of this sentence, if possible.)
